Many parents, teachers, administrators, and community members have shared feedback in the development of the Clover School District 2020 School Reopening Plan.  Your voices matter and the feedback shared has been vital in the development of the plan.  The Clover School District board and Dr. Quinn share the desire of our parents to get students back into a normal routine of learning and socialization in a model that provides for a safe and responsible environment for all of our students and staff members.  

Results from the district's survey on June 12th indicated that 25% of CSD families preferred a fully online virtual option for their child next year.  In the district's plan, the district is opening its first K-12 Clover Virtual Academy where students will have the opportunity to remain at home but be taught through a fully accredited online platform with highly trained virtual teachers from the Clover School District. Clover Virtual Academy will also have a unique feature that most online schools do not have.  It will have a designated campus at the District Resource Center on Clinton Avenue beside Memorial Stadium.  When needed, students will have the opportunity to remain in close contact with their teacher and receive local, in-person extra help.  CVA students will also have the opportunity to participate in the extracurricular opportunities at their regular attendance zone school.

While this is a great option for many families, Clover School District also recognizes that other families want to come back to the traditional school environment for face-to-face instruction.  Governor Henry McMaster’s task force, AccelerateED, challenged districts to have a comprehensive plan if the SC Department of Health and Environmental Controls determined that our county was in low, medium, or high spread with the virus. To meet this need, CSD has developed a plan with three models that will allow us to be responsive to changes in the health threat posed by COVID-19. 

First, our least restrictive plan is called the Traditional Model.  When the virus spread is low or when there is a vaccine option for families, this model allows all students in all grades to attend school every day.  Even in the Traditional Model, we will implement a number of health and safety protocols to properly disinfect and kill any germs that may linger on surfaces within the classroom or common areas, provide hand sanitizer, and frequent handwashing throughout the day, and limit large group gatherings in common indoor areas.  Masks will be optional but recommended.  Again, this is our least restrictive model, which we hope to get back to as soon as possible.

Second, our moderately restrictive plan is called the Hybrid Model.  It will be used when the virus is at a medium spread. This hybrid model is where we will begin school this year because York County is currently at a moderately high spread of the virus.  This level is based on DHEC’s release of the COVID-19 positive test metrics on July 6. We are announcing that we will start in the hybrid model so that you have time to make plans for your personal and professional life before school begins.  However, the district will be monitoring DHEC’s report weekly and may make modifications to this school opening model if the spread of the virus decreases or increases. 

Here is a detailed look at the Hybrid Model: 

1) The elementary school hybrid is called The Family Model.  Elementary students will come to school at their regular time (7:30 – 2:20) five days per week because we know that families need to have their children in school so that they can get back to work.  Just like with your own family at home, our family model seeks to create a small family unit within one classroom all day to provide an additional layer of safety.  Students will receive all instruction, meals, and related arts in their classrooms.  They will get to go outside for breaks, recess, and PE with their “classroom family” only.  They will also have a consistent smaller family group (like a reading or math group) within their family classroom.  Students will wash and sanitize hands frequently throughout the day and only wear masks at arrival and dismissal, in the transition to outdoors, and in their smaller reading and math family groups within the classroom.  Teachers will wear clear shields at all times for all family members’ protection.  Classrooms and common areas will be sanitized by staff throughout the day and the entire building will be sprayed with COVID-19 approved disinfectants with an electro-static mister each night.   Buses will run at half capacity (only 39 elementary students per bus).  Route times will have to change to accommodate these smaller loads.  We are asking all families who need bus transportation to register for your bus seat so that we can plan those routes and send you your new pick up time before school starts.  You will receive a link to register for your bus.

2)  The middle and high school hybrid is called the A/B/”S.E.E.” Model.  We know that middle and high school age students need to see their teachers face to face too, but they also have a greater level of independence to work at home.  In a normal environment, these students change classes many times per day.  They cannot remain in a family-style environment and class sizes do not allow for social distancing.  Therefore, the A/B/SEE model will minimize the number of students on campus each day by splitting the student body into two groups, an A group, and a B group.  Middle school students will start at 8:30 and high school students will start at 9:00 each day to allow buses to drop off the middle school students first and then travel to the high school.  Older high school siblings who drive can also drop off middle school students on this schedule.  Students in the A group will attend school in person on Monday and Wednesday, while the B group will attend on Tuesday and Thursday.  We will ensure that all siblings get the same A or B day.  When not on campus, students will receive instruction through their devices.  Lessons, videos, and activities that keep students moving through the course will be pushed out on Canvas by each teacher.  Students will have a reasonable amount of work to do in each class when they are at home, whether that is watching a lesson taught by their teacher or working on something they started from the day before when they were on campus.  Friday will be a “S.E.E” day – S.E.E. stands for Small Group, Extra Help, and Electives.  Some SEE day activities will be on campus (with transportation provided).  Bigger classes like band and chorus will meet in larger venues with all students so that social distancing can be maintained.   Other SEE day small group and extra help lessons will be provided through WebEx with the teacher virtually but on a regular schedule.  Again, all sanitation protocols will be conducted at the middle and high schools.  Buses will run at half capacity (35 students max) and be thoroughly sanitized between the elementary and middle/high school routes.  Teachers will be in shields during all instructional times.  Students will wear masks when they are on the bus, at arrival and dismissal times, when they are changing classes or are in common areas of the school building, and when they are asked to work in a small group (closer than six feet from one another).  All other times, they are mask free unless they choose to wear it.

The final model is our most restrictive plan and it involves moving all students in grades PK – 12 to our new and improved eLearning Model.  Parents, we heard you loud and clear in our survey when you said that eLearning this year has to provide more structured support for students, led by the teacher, on a consistent and regular schedule.  Therefore, if the spread of the virus forces us to move to back to eLearning for a class, a school, or for the whole district, our new plan establishes a regular daily schedule where teachers will provide both live and recorded lessons and activities.  Attendance will be taken in eLearning this year and grading will be just like if the students were in the traditional model. 

Finally, we will continue to provide meal services at breakfast and at lunch if we are on the Traditional and Hybrid Models. However, there are several safety protocols for serving meals.  The nutrition staff will serve grab and go items for breakfast and will use a combination of pre-packaged meals and hot and cold selections that they will serve to students with gloves and masks.  Students will eat meals in the classroom to avoid large gatherings.  At this time, we do not know if the state will provide funding for meals if we are in eLearning.  We will let you know more when and if this situation occurs.

This has been a long and arduous process to develop this plan and we are still working out many of the details before school starts.  CSD would like to thank the staff for their hard work.  While we know that opening in a HYBRID MODEL as we are planning to at this time may not please everyone, we believe that it will allow our students the best opportunity to move forward with as much face to face support as we provide safely at this time.  You can expect more specific and detailed information from your school l closer to the opening, which is August 3 for staff and August 10 for students.  The first week back for students beginning on August 10 will be a staggered entry with only a portion of the student body coming onto campus each day so that we can bring your children back safely in small groups to orient them on all the changes this school year will bring.   Details on how this will work will come from your school.
